The Condorcet efficiency of a social choice procedure is usually defined as the probability that this procedure coincides with the majority winner (or majority ordering) in random samples, given a majority winner exists (or given the majority ordering is transitive). Consequently, it is in effect a conditional probability that two sample statistics coincide, given certain side conditions. We raise a different issue of Condorcet efficiencies: What is the probability that a social choice procedure applied to a sample matches with the (...) majority preferences of the population from which the sample was drawn? We investigate the canonical case where the sample statistic is itself also majority rule and the samples are drawn from real world distributions gathered from national election surveys in Germany, France, and the United States. We relate the results to the existing literature on majority cycles and social homogeneity. We find that these samples rarely display majority cycles, whereas the probability that a sample misrepresents the majority preferences of the underlying population varies dramatically and always exceeds the probability that the sample displays cyclic majority preferences. Social homogeneity plays a fundamental role in the type of Condorcet efficiency investigated here. (shrink)

Neuroethics is an interdisciplinary field that arose in response to novel ethical challenges posed by advances in neuroscience. Historically, neuroethics has provided an opportunity to synergize different disciplines, notably proposing a two-way dialogue between an ‘ethics of neuroscience’ and a ‘neuroscience of ethics’. However, questions surface as to whether a ‘neuroscience of ethics’ is a useful and unified branch of research and whether it can actually inform or lead to theoretical insights and transferable practical knowledge to help resolve ethical questions. (...) In this article, we examine why the neuroscience of ethics is a promising area of research and summarize what we have learned so far regarding its most promising goals and contributions. We then review some of the key methodological challenges which may have hindered the use of results generated thus far by the neuroscience of ethics. Strategies are suggested to address these challenges and improve the quality of research and increase neuroscience's usefulness for applied ethics and society at large. Finally, we reflect on potential outcomes of a neuroscience of ethics and discuss the different strategies that could be used to support knowledge transfer to help different stakeholders integrate knowledge from the neuroscience of ethics. This article addresses the issue of the interface between public health and clinical health within the context of the search for networking approaches geared to a more integrated delivery of health services. The articulation of an operative interface is complicated by the fact that the definition of networking modalities involves complex intra- and interdisciplinary and intra- and interorganizational systems across which a new transversal dynamics of intervention practices and exchanges between service structures must be established. A better understanding of the (...) situation is reached by shedding light on the rationale underlying the organizational methods that form the bases of the interface between these two sectors of activity. The Quebec experience demonstrates that neither the structural-functionalist approach, which emphasizes remodelling establishment structures and functions as determinants of integration, nor the structural-constructivist approach, which prioritizes distinct fields of practice in public health and clinical health, adequately serves the purpose of networking and integration. Consequently, a theoretical reframing is imperative. In this regard, structuration theory, which fosters the simultaneous study of methods of inter-structure coordination and inter-actor cooperation, paves the way for a better understanding of the situation and, in turn, to the emergence of new integration possibilities. Currently, the widely used notion of activity is increasingly present in computer science. However, because this notion is used in specific contexts, it becomes vague. Here, the notion of activity is scrutinized in various contexts and, accordingly, put in perspective. It is discussed through four scientific disciplines: computer science, biology, economics, and epistemology. The definition of activity usually used in simulation is extended to new qualitative and quantitative definitions. In computer science, biology and economics disciplines, the new simulation activity definition (...) is first applied critically. Then, activity is discussed generally. In epistemology, activity is discussed, in a prospective way, as a possible framework in models of human beliefs and knowledge. (shrink)

New concepts may prove necessary to profit from the avalanche of sequence data on the genome, transcriptome, proteome and interactome and to relate this information to cell physiology. Here, we focus on the concept of large activity-based structures, or hyperstructures, in which a variety of types of molecules are brought together to perform a function. We review the evidence for the existence of hyperstructures responsible for the initiation of DNA replication, the sequestration of newly replicated origins of replication, cell division (...) and for metabolism. The processes responsible for hyperstructure formation include changes in enzyme affinities due to metabolite-induction, lipid-protein affinities, elevated local concentrations of proteins and their binding sites on DNA and RNA, and transertion. Experimental techniques exist that can be used to study hyperstructures and we review some of the ones less familiar to biologists. Finally, we speculate on how a variety of in silico approaches involving cellular automata and multi-agent systems could be combined to develop new concepts in the form of an Integrated cell (I-cell) which would undergo selection for growth and survival in a world of artificial microbiology. La diminution du poids institutionnel des religions dans notre société ne signifie pas pour autant que les hommes se détournent d'interrogations fondamentales touchant à leur identité profonde, à leur origine et à leur destination, au sens de leur vie ici-bas, à l'éventualité d'une vie après la mort. Que ces questions continuent d'occuper la pensée humaine, chacun est à même d'en faire le constat, et la science elle-même les a investies avec des moyens renouvelés. Ce qui a changé dans les dernières (...) décennies, c'est peut-être la manière d'appréhender ces interrogations fondamentales : on recueillait autrefois les réponses en se référant à sa religion d'appartenance ou en puisant dans un ensemble de discours et de pratiques proprement ésotériques ; aujourd'hui, la recherche de principes directeurs qui soient à même de donner un sens à l'existence n'échappe pas au mouvement général de sécularisation et de globalisation qui a radicalement transformé nos cultures. Anticipant cette tendance, Ostad Elahi s'était interrogé, il y a plus de cinquante ans, sur les conditions d'une sagesse contemporaine partagée, capable d'intégrer la dimension spirituelle, et fondée sur les principes fondamentaux communs aux différentes religions. Sous le titre Quelle sagesse pour notre temps?, cet ouvrage entend ouvrir une réflexion sur les modalités que peut prendre la recherche d'une telle sagesse adaptée à notre époque, à la fois conforme à l'idéal d'autonomie de l'individu moderne et ouverte à ses aspirations les plus profondes. Quels en seraient les principes? Parviendra-t-on à les dégager en s'accordant sur des valeurs éthiques et spirituelles universelles? Et si oui, comment est-il possible de les mettre en oeuvre? Une recherche de ce genre relève-t-elle d'une démarche strictement individuelle, ou peut-elle être également conduite de manière collective, à un niveau académique et plus généralement institutionnel? This study is based on the self-reporting by circus artists’ concerning their injuries. We refer to the theoretical framework of emersiology and argue that circus artists may be able to soothe their distress and pain by learning through their body. We will draw further on the comparison between our therapeutic approach and the techniques of self-care introduced by Michel Foucault in his History of Sexuality.

A cursory review of the philosophy of sport readily reveals that it is dominated by Anglo-Saxon analytical philosophical milieux, in the departments of philosophy and kinesiology, the centers of bioethics, and the faculties of health around the world. In France, however, with the exception of a few researchers working in the philosophy or sport, and within an analytical paradigm, the development of the subject has gone almost unnoticed. By contrast, the discipline of history of sport clearly moved away from philosophy (...) in France with the establishment of a separate field of study based on the Anglo-Saxon model from the work pioneer of Pierre Arnaud developed by Thierry Terret and other sports historians. Nevertheless, in French universities, faculties of philosophy have not been open to research in the philosophy of the body. The philosophy of sport is not taught as such in French Universities even if our generation pursues ways opened by Jacques Ulmann, Bernard Jeu, Bernard Guillemain, Michel Bernard, Jean-Michel Berthelot, Gilbert Andrieu, Bertrand During, André Rauch, Marie-Hélène Brousse, Françoise Labridy, and Georges Vigarello, among others, through their reflections on the philosophy of the body. This article discusses the influence of some of these authors, and especially of Georges Gusdorf, Michel Foucault, and Georges Snyders on the nature and prospects for the philosophy of sport in France. Three years before his death, Michel Foucault delivered a series of lectures at the Catholic University of Louvain that until recently remained almost unknown. These lectures—which focus on the role of avowal, or confession, in the determination of truth and justice—provide the missing link between Foucault’s early work on madness, delinquency, and sexuality and his later explorations of subjectivity in Greek and Roman antiquity. Ranging broadly from Homer to the twentieth century, Foucault traces the early use of truth-telling in ancient (...) Greece and follows it through to practices of self-examination in monastic times. By the nineteenth century, the avowal of wrongdoing was no longer sufficient to satisfy the call for justice; there remained the question of who the \u201ccriminal\u201d was and what formative factors contributed to his wrong-doing. The call for psychiatric expertise marked the birth of the discipline of psychiatry in the nineteenth and twentieth centuries as well as its widespread recognition as the foundation of criminology and modern criminal justice. Published here for the first time, the 1981 lectures have been superbly translated by Stephen W. Sawyer and expertly edited and extensively annotated by Fabienne Brion and Bernard E. Harcourt. They are accompanied by two contemporaneous interviews with Foucault in which he elaborates on a number of the key themes. An essential companion to Discipline and Punish, Wrong-Doing, Truth-Telling will take its place as one of the most significant works of Foucault to appear in decades, and will be necessary reading for all those interested in his thought.  . The fourth and final volume of The History of Sexuality offers the keystone to Michel Foucault’s critique of Western neoliberal societies. Confessions of the Flesh provides the heretofore missing link that ties Foucault’s late writings on subjectivity to his earlier critique of power. Foucault identifies in Augustine’s treatment of marital sexual relations the moment of birth of the modern legal actor and of the legalization of social relations. With the appearance of the modern legal subject, Foucault’s critique of modern Western (...) societies is complete: it is now possible to see how the later emergence of an all-knowing homo œconomicus strips the State of knowledge and thus deals a fatal blow to its legitimacy. The appearance of both the modern legal actor and homo œconomicus makes it possible to fold the entire four-volume History of Sexuality back into Foucault’s earlier critique of punitive and biopolitical power. And it now challenges us to interrogate how we, contemporary subjects, are shaped in such a way as to implicate ourselves—both willingly and unwittingly—in the social order within which we find ourselves and that, through the interaction of knowledge-power-subjectivity, we reproduce. Since the modern era, the discourse of punishment has cycled through three sets of questions. The first, born of the Enlightenment itself, asked: On what ground does the sovereign have the right to punish? Nietzsche most forcefully, but others as well, argued that the question itself begged its own answer. The right to punish, they suggested, is what defines sovereignty, and as such, can never serve to limit sovereign power. With the birth of the social sciences, this skepticism gave rise (...) to a second set of questions: What then is the true function of punishment? What is it that we do when we punish? From Durkheim to the Frankfurt School to Michel Foucault, twentieth century moderns explored social organization, economic production, political legitimacy, and the construction of the self_turning punishment practices upside down, dissecting not only their repressive functions but more importantly their role in constructing society and the contemporary subject. A series of further critiques_of meta_narratives, of functionalism, of scientific objectivity_softened this second line of inquiry and helped shape a third set of questions: What does punishment tell us about ourselves and our culture? What is the cultural meaning of our punishment practices? These three sets of questions set the contours of our modern discourse on crime and punishment.What happens now_ now that we have seen what lies around the cultural bend and realize that the same critiques apply with equal force to any interpretation of social meaning that we could possibly read into our contemporary punishment practices? Should we continue to labor on this third and final set of questions, return to an earlier set, or, as all our predecessors did, craft a new line of inquiry? What question shall we_children of the twenty_first century_pose of our punishment practices and institutions?This essay suggests that the form of the question never really mattered. In all the modern texts, there always came this moment when the empirical facts ran out or the deductions of principle reached their limit_or both_and yet the reasoning continued. There was always this moment, ironically, when the moderns took a leap of faith. And it was always there, at that precise moment, that we learned the most: that we could read from the text and decipher a vision of just punishment that was never entirely rational, never purely empirical, and never fully determined by the theoretical premises of the author. In each and every case, the modern text let slip a leap of faith_an ethical choice about how to resolve a gap, an ambiguity, an indeterminacy in an argument of principle or fact.It is time to abandon the misguided project of modernity. Rather than continue to take these leaps of faith, it is time once and for all to recognize the critical limits of reason, and whenever we reach them, to rely instead on randomization. Where our facts run out, where our principles no longer guide us, we should leave the decision_making to the coin toss, the roll of the dice, the lottery draw_in sum, to chance. This essay begins to explore what that would mean in the field of crime and punishment. (shrink)

In a series of essays, conferences, and lectures over the period 1959–73, Michel Foucault directly engaged the writings of Nietzsche. This article demonstrates the five different modalities of Foucault's use of Nietzsche’s writings: namely, critical, epistemological, linguistic, alethurgic, and political. Each of these modalities is tied to a particular intellectual turning point in Foucault’s philosophical investigations and can be located chronologically in five important texts from that period.

Le livre du socio-anthropologue Bernard Vernier est fascinant. Aucune discussion d'ensemble des ecrits de Lyotard sur l'art n'avait ete entreprise. Or sa reflexion sur les arts - musique, cinema, peinture surtout - est une part essentielle de son oeuvre, comme en temoignent les analyses proposees dans Discours, figure, Que peindre?, Moralites postmodernes, L'Inhumain et Les Ecrits sur l'art contemporain et les artistes. Moins remarque pourtant est le fait que Lyotard a collabore avec des peintres (Monory, Guiffrey, Adami, Sam Francis, Appel, Buren, etc). Il a ete commissaire d'une exposition (...) en 1985 qui a fait date, " Les Immateriaux ", au Centre Georges-Pompidou. Plusieurs textes du volume ainsi qu'un entretien inedit avec Bernard Blistene sont consacres a cette manifestation. Les contributions rassemblees analysent les concepts forges par Lyotard, tels que " figural ", "libidinal ", " sublime ", " immateriau ", " matiere ", " impresentable " " affect ", " ecriture ". A travers eux, cette pensee de l'art veut rompre avec l'esthetique au sens academique du terme pour voir ou entendre dans les oeuvres l'evenement de la couleur ou du son. Insights into the problem of our relation to language Kenneth Burke and Contemporary European Thought: A Rhetoric in Transition reflects the present transitional nature of rhetoric and society. Its purpose is to relate the rhetorical theory of Burke to the theories of four major European philosophers--Jürgen Habermas, Ernesto Grassi, Foucault, and Jacques Derrida--as they discuss the nature of language and its central role in society. This book describes a rhetorical world in transition but not a world in chaos. It points (...) to the centrality of symbolism in theories of language and rhetoric and illustrates Burke's influence as a pivotal things and theorist in the communication arts and sciences, suggesting that the observations regarding shifting paradigms and perspectives made by other scholars are indeed emergent in the realm of rhetoric. It also regards the powerful impact of language and symbolic action in both the critique and construction of human knowledge and augurs a central role for rhetoric in the intellectual and social transformations of this and the next century.
